Elevated West Region Natural Gas Market Prices

As previously communicated, over the last few months uncharacteristically high natural gas market prices, in some cases many multiples above average, and increased market volatility have been impacting the Western region of the United States and may continue to do so for a period of time. These market dynamics can largely be attributed to several fundamental supply/demand market factors impacting virtually all market participants in this region.

To help our customers make the best decisions about their natural gas supply needs, we provide some additional insights below into the market dynamics that are contributing to this elevated price environment.

What is driving the elevated prices and market volatility in this region?

  • Regional supply/demand market fundamentals coupled with impacts of winter weather have been a primary driving force.
  • Supply:
    • Historically low natural gas storage levels – currently Pacific Region natural gas storage levels are over 32% below the five-year average for the region, putting additional pressure on already strained pipeline infrastructure.
    • Insufficient natural gas storage capacity in the region to meet demand.
    • Reduced pipeline capacity due to maintenance activities further limiting the ability of supply to reach demand centers.
    • Regional natural gas production, while increasing, remains insufficient to meet elevated demand in the short-term.
  • Demand:
    • Competing high priced markets led by California, putting upward pressure on regional pricing.
    • Winter weather has continued to push demand upwards as cold weather drives demand for power and heating.
    • Increased consumption of natural gas for power generation in California
      • Cold and dry weather in the Pacific NW resulted in reduced hydroelectric power exports to California.
      • Simultaneously, wetter- and colder-than-normal temperatures in California reduced availability of renewable power supply resulting in increased reliance on natural gas fired power generation.

Combined, the above factors have played a significant role in driving prices and price volatility higher than previously experienced in the region.

Please be advised, weather forecasters are predicting colder temperatures and more significant winter weather moving in beginning Tuesday, January 17th, 2023, including large parts of the Northwest and Rockies. Also note that Colorado Interstate Gas Company (CIG) has issued a weather alert stating in part:

“Due to the winter weather, specifically the potential of heavy accumulations of snow and possible power outages, beginning Tuesday, January 17, 2023, Colorado Interstate Gas Company, L.L.C. (CIG) is anticipating an increase in demand on its system which will limit its ability to manage imbalances associated with supply shortfalls. Therefore, when necessary to minimize imbalances and protect system integrity, underperformance caps will be placed on nonperforming receipt points effective the next available nomination cycle until further notice.”

The National Weather Service is predicting chances of snow in parts of the Midland-Odessa and Panhandle regions late Thursday into Friday.

While there is still some uncertainty about the extent of the wintry precipitation, the Railroad Commission of Texas (RRC) advises all operators under the RRC’s jurisdiction in areas of potential impact to take the following actions:
